What does an EPC contractor need from a panel vendor?
An EPC contractor needs the vendor's paperwork to arrive on time as much as the panels. Your programme has a date for vendor drawings, a date for consultant comments, a date for the factory test and a date for delivery to the site. A vendor who misses the first one usually misses the last. We therefore commit to the documents first, and then to the hardware.
What a project team usually asks for:
- priced tender responses against the bill of quantities, with a clear list of deviations;
- general arrangement drawings, single-line diagrams and data sheets for review;
- an inspection and test plan before the build starts;
- a witnessed factory test, attended by your engineer, the consultant or a third-party inspector; and
- as-built drawings, test records and manuals for the handover file.

How do submittals and approvals work for a panel order?
Submit early, answer comments fast and freeze the design before cutting metal. We issue general arrangement drawings and the single-line diagram within days of the order, and we track the consultant's comments in a log so each revision is traced to a comment. Fabrication starts when you release the drawings, not before, so you never pay for rework on a design that has not been approved. See panel design and drawings for the deliverables list.
Saudi Control Panels Company is approved by Saudi Aramco, SABIC and the Royal Commission for Jubail and Yanbu, and we have worked on projects for all three. Contractors working for those clients can read how vendor-listed jobs are handled on our page for an Aramco and SABIC approved panel manufacturer.
How do you protect the project schedule?
By stating the dates in the proposal and then working to them. The proposal lists the submittal date, the build period, the factory test date and the delivery date, counted from drawing approval. If your site is not ready for the panels, we can hold completed panels in the workshop and deliver in phases, so you do not need to find storage on site. For large jobs, panels are tested and released in groups, so the first groups reach site while the last are still on the floor.
Our Dallah Industrial workshop in Dammam builds more than 150 panels a month, so a job with many boards can run in parallel instead of in sequence.
How are panels for an EPC project built and delivered?
- Enquiry. You send the specification extracts, panel schedule and single-line diagrams.
- Proposal. We return prices, deviations and the dated schedule.
- Submittals. Drawings and data sheets go for review, and comments are logged.
- Build. Panels are assembled after drawing release.
- Factory acceptance test. Your engineer or inspector witnesses it. See FAT and testing.
- Delivery. Panels are packed and delivered to site in agreed groups.
- Documentation. The handover file includes as-built drawings, test records and manuals.
We deliver to projects in all regions of Saudi Arabia, including Jubail and Yanbu. Details for Jubail projects are on their own page.
